Under Official Letter 913/CV-TCHQ of the General Department of Customs (GDC), if a business makes the declaration of the lower transaction value than the one authorised customs agencies have, these agencies will provide assessment services for customs declaration and import duty payment for imported commodities applied with from 50% of import duties upwards so that the importer will not have to wait for 15 days after customs clearance..
If an authorised customs agency wants to refuse the declared transaction value of the importer, the agency will have to promptly define the taxable value for imported commodities and require the importer to make the full payment of import duties applied to imported commodities.
If the business importer has already paid import duties for its imported commodities, the authorised customs agency will only next make customs clearance procedures and others.
