Draft law bans minors from using internet cafes

The ministries of culture and information, police, post and telecommunication are drafting the circular regulating internet services supply shops.
The draft circular regulates clearly breaches are mentioned as that the owner of an internet shop still has no internet services registration certificate and internet agent contract needed to be signed with the internet services business supplier; that the owner uses internet prepaid cards to supply public internet services; extracting and storing state secrets, using or instructing other users to use software tools to illegally enter any prohibited website; sending and spreading computer viruses and any software programmes that can steal information and erase or wipe out computer data via the internet; taking advantage of the internet to protest against the Vietnamese government or create disorder.
Especially, the draft circular will also require the owner of the public internet services supply shop not to allow children under 14 years old use internet services.
