Vietnam's deputy minister of finance, Tran Xuan Ha, and chief representative of Japan International Cooperation Agency (Jica) in Hanoi, Monotori Tsuno, on March 18 signed five Official Development Assistance (ODA) agreements with total loan of 25.822 billion yen (over $285.3 million) for projects in the second phase of the fiscal year 2009.
