HCM City needs $42b for infrastructure development till 2025

HCM City Institute of Development and Study (HIDS) on July 17 organised a talk on “Implementing private-public partnership (PPP) project: Experience and proposal”.

As calculated by HIDS, from now till 2025, HCM City will need about 880 trillion dong (equivalent to $42 billion) for transport infrastructure development investment, urban, irrigation, flood prevention and climate change treatment, health, education and training and technology and science.

While the capital source from the city budget is limited, official development assistance (ODA) capital is difficult, BOT (build-operate-transfer) and BT (build-transfer) or BOO (build-own-operate) investment methods are facing some problems, the implementation of PPP project is considered feasibility for infrastructure investments in the near future. However, there are now any laws for this investment method.
