Vietnam has begun granting land and housing ownership certificates to foreign individuals and organisations since a government decree came out early this week.
Foreign expatriates and organisations have to write to the authorities of communes or wards where they live to apply for these certificates. The provincial governments will issue certificates to organisations while the authorities at lower levels will issue certificates to individuals.
For those having a Vietnamese spouse residing overseas, or a foreign spouse who is not allowed to own housing, only the name of the spouse in Vietnam will be noted down in the certificate.
The new government decree says that government officials have to process applications within 60 days from the date of receipt of the sufficient application documents.
Applicants pay a fee within 60 days after being advised. Provinces and cities will set this fee but the highest is 100,000 dong for an individual applicant, and 500,000 dong for an organisational applicant.
