Ministry of Planning and Investment has reported that total committed ODA aid reached nearly $1.783 billion from the year early to June 16, up 15 percent than $1.539 billion of H1 of 2008.

The foreign loans accounted for about $1.385 billion and the non-refundable aid was $154.5 million.

Big donors of Vietnam include Japan (particularly total loans of $852 million were signed by Japan International Cooperation Agency-Jica), $482 million from Asian Development Bank (ADB) and $265 million from World Bank.

Also, in the period, the actualised ODA reached $1.270 billion including $1.163 billion of loans and $107 million of non-refundable aid, fulfilling 67 percent of the year's plan and rising by 9 percent year-on-year.

According to the statistics of six development banks namely ADB, AFD, Jica, KOEXIM Bank, KfW and WB), approximately $1.133 billion of ODA capital was disbursed in Vietnam during the first six months but the country's ODA disbursement ratio remained lower then the regional average.

ODA disbursement in Vietnam only made up 12-13 percent of WB's committed ODA amount while the figure of the region averaged at 20-22 percent, citing the report.
