The finance ministry on Tuesday reported that the budget overspending was estimated at 8.38 trillion dong during the first six months of 2008, in which the state's tax collection reached 49.5% of the year's target while the total spending accounted for 42.2%.

Notably, the spending on investment and development only reached 39.1% of the whole year's plan while that of social and economic development made up 44.6%.
