The European Commission Thursday decided to extend anti-dumping duties against leather shoes imported from Vietnam and China while it studies if the duties may still be necessary.
The duties were set to expire Thursday unless the commission decide to review the issue.
A majority of European Union countries voted to let them expire, but the commission, the EU's executive arm, was forced to review the duties after getting a "well-founded" request from European shoemakers, said E.U. trade spokesman Peter Power.
The review could take up to 15 months, Power said.
"We will try to do this as quickly as possible," he said.
Antidumping duties are imposed against imports when a government determines foreign manufacturers are selling their products at below the cost of production to force out domestic producers.
