Vietnam's deputy minister of finance, Tran Xuan Ha, and chief representative of Japan International Cooperation Agency (Jica) in Hanoi, Monotori Tsuno, on March 18 signed five Official Development Assistance (ODA) agreements with total loan of 25.822 billion yen (over $285.3 million) for projects in the second phase of the fiscal year 2009.
This ODA capital will be used for projects including T2-terminal project in Noi Bai International Airport, a project to build a linking road from Noi Bai International Airport to Nhat Tan Bridge, Cuu Long Bridge project (in the southern province of Can Tho), a project to upgrade National Road I in the third phase and a project to develop Hoa Lac high-tech park (technical service part).
According to the Ministry of Finance (MoF), since 1992, this is the 18th consecutive year, Japanese government has provided ODA capital for Vietnam and always taken the leading place amongst bilateral sponsors for Vietnam, with total ODA capital of up to over 1.394 trillion yen (over $15.4 billion).
In this commitment, Japan's ODA capital for Vietnam was 25.822 billion yen (over $285.3 million), bringing the total commitment in 2009 to 145.613 billion yen (over $1.6 billion), marking the highest level so far.
During previous years, many ODA projects have been carried out such as Pha Lai thermo power plant, Phu My thermo power plant, Ham Thuan-Da Mi hydropower plant, National Road 10, National Road 18, Binh Bridge, Hai Phong port, Tan Son Nhat Airport, Bai Chay Bridge, East- West Highway in HCM City.
MoF said that in the context that the global economy has just undergone a crisis, signing ODA agreements with Jica confirmed the importance in the strategic partnership between Vietnam and Japan.
