VietNamNet Bridge has reported that ADSL penetration is not what it could be in Vietnam. ADSL first appeared in the country in 2004 and subscriptions grew 150% in both 2006 and 2007, but the percentage of ADSL users is still low.

By September 2007 there were 4.9 million internet subscribers and around 17.5 million internet users, accounting for nearly 21% of the population, according to the Ministry of Information and Communications (MIC). ADSL subscribers accounted for 21% of the total or around 1.04 million.

Some 65% of them were in Hanoi and HCM City. ADSL charges in Vietnam are reported to be at similar level to other countries in Southeast Asia, but service quality is still lacking, with lower than promised speeds and unstable connections beyond Hanoi and HCM City.
