Circulation fee on automobiles goes up to 10m dong a yr in HCM City

HCM City recently submitted the annual fee collection plan for automobiles and motorbikes, to the finance ministry with an aim to limit traffic jams. Under the plan, each automobile is levied a circulation fee of 500,000 dong a year and cars with less than 7-seats will have to pay a fee of 10 million dong.
The fee collection is the responsibility of the officials of local governments. The receipt of the circulation fee is a kind of statutory document enclosed with the automobile or motorbike registration license. Those who do not pay the circulation fee will be fined 250,000 dong each time for motorbikes and five million dong for cars.
The city's government also proposed to the ministry to double the registration fee. Particularly, the registration fee of motorbikes is proposed to be increased from 500,000 dong to one million dong for vehicles costing less than 15 million dong and for vehicles costing 15 million dong, 40 million dong is the fee proposed.
For the cars which have less than 7-seats and are not used in passenger transportation business, buyers must pay up to 50 million dong instead of the previous two million dong to get the license and number plate.
Currently, the city has about 3.56 million motorbikes and 360,000 cars, and about 700,000 motorbikes and 60,000 cars are added to the traffic from other provinces. Each day, on an average about 1,100 motorbikes and 120 cars are registered in the city.
The increase in circulation fee will help supplement the state budget for infrastructure investment and development, and limit the soaring number of vehicles in circulation and traffic jams.
