All state wholly owned enterprises will shift to operate under Law on Business from July 1, 2009, which is one of important contents concerned in the prime minister's Instruction No 854/CT-TTg regulating the pilot of state economic group mode and the transforming of SOEs into joint stock companies.
Under it, from next month, all SOEs will change operation mode to joint stock or limited firms.
Finance ministry is responsible for considering and deciding non-core investment ratio of each group and releasing punishment on violators causing the state asset losses in the equitisation process.
