Domestic individual and corporate investors, established under laws, will now have a chance to join petroleum operations after Decree 115/2009/ND-CP adjusting previous regulations on the implementation of Law on Petroleum officially took effect from February 14, 2010.
Previously, pursuant to Decree 48/2000/ND-CP guiding the implementation of Law on Petroleum, the institutions licensed to join petroleum operations only included PetroVietnam, SOEs established under Law on Business, and foreign invested enterprises in Vietnam, direct foreign investors of Vietnam or Vietnamese overseas [living in foreign countries] investing in Vietnam.
