Government enforces legal drinking age

Under government Decree No 40/2008/ND-CP of April 7, liquor outlets are not allowed to sell liquor to persons under 18 years of age.

The decree broadly regulates liquor producers, requiring all such producers, including well-known villages which produce liquor by traditional methods, to obtain business registration certificates before January 1, 2010.

An enterprise seeking to produce liquor must obtain a business registration certificate for liquor production, have equipment and technology for liquid production up to national food quality, hygiene and safety standards, lawfully own registered liquor brand names or be licensed to use protected liquor brand names, and employ infectious disease-free persons to work directly in liquor-making processes.

Enterprises that fail to commence their liquor production within six months of being licensed without plausible reasons certified by competent authorities will have their licenses revoked.

When requested by agencies in charge of trade or health, all entities that produce or trade in liquor must publish both ingredients and alcohol content of their products, as well as a recognition of the harm caused by alcohol abuse, in the mass media. They may advertise liquor products or promote liquor sales only after obtaining permission from the authorities.
