The 2003 Land Law will be revised towards easing restrictions on farmland use right transfer, heard the fifth meeting of the 11th Party Central Committee that wrapped up in Hanoi on Tuesday.
In particular, the authorities will continue to allocate land to farmers with possibly longer use terms to encourage them to make long-term investment in production, said a report on the government web portal Chinhphu.vn.
Moreover, the limits on farmland use right transfer will be relaxed to create favourable conditions for farmers to accumulate land, gradually forming large-scale agricultural production zones. Such changes will be introduced in amendments to the 2003 Land Law.
The meeting also underscored the need to amend and supplement the 1992 Constitution. After a 20-year run, the 1992 Constitution has fallen behind the reality, thus revision is an objective and urgent demand.
The Party meeting stated that the anti-corruption work had failed to meet the requirements. Therefore, the Party Central Committee agreed that it is necessary to establish a central steering committee for corruption prevention and fighting under the Politburo.
