Port usage fees at Ben Dam and Con Dao-Vung Tau

The Ministry of Finance issued Decision 74/2004/QD-BTC accompanied with a fee level list to instruct relevant agencies to collect fees of using of Ben Dam port and Con Dao–Vung Tau port.
Accordingly, fishing boats and means of transportation passing the above ports are the subjects that must apply the fees of using the ports.
The Ben Dam Port Management Unit is empowered by the government administer the performance of Ben Dam port and Con Dao–Vung Tau port. In addition, this unit must be responsible for collecting use fees of Ben Dam port and Con Dao–Vung Tau port in accordance with the fee level list regulated in Decision 74.
For ships and boats that moor in these ports, the Ben Dam Port Management Unit is fully authorised to collect fees of using bridges, wharfs and so forth belonging to the ports from them in accordance with the fees level regulated in Decision 61/2003/QD-BTC dated April 25, 2004 and Decision 62/2003/QD-BTC dated April 25, 2004 of the Ministry of Finance.
The fees of using the ports of Ben Dam and Con Dao–Vung Tau regulated in Decision 74 partially are paid to the state budget. The decision states that:
§ The unit in charge of collecting fees is allowed to obtain 80% of total fee value to pay expenditures on collecting the fees under the point 4-b, clause C, part III of Circular 63/2002/TT-BTC dated July 24, 2002 of the Ministry of Finance guiding the implementation of the legal regulations on fees.
§ The unit in charge of collecting fees must be responsible for paying 20% of total fee value to the state budget under Circular 63/2002/TT-BTC.
