Business development service (BDS) is becoming increasingly important in Vietnam when more and more new businesses are being brought into operation, according to Paul Weijers, an international expert on business development, at a workshop on business development for rural small and medium-sized enterprises (SMEs) recently organised in Hanoi by the Vietnam Chamber of Commerce in Industry (VCCI) and the SNV Netherlands development organisation.

Weijers also stressed that the government should not subsidise business assistance activities and that local authorities offering free services would distort the market for business development services.

Development measures that the government needs to practise are to promote transactions between SMEs and service providers from the private economic sector. Instead of financial subsidies, the government should offer more technical assistance, encourage service providers to get involved in this new market.
