Three big ODA projects under consideration

Japanese Ambassador Sakaba while speaking at a press meeting in Hanoi said that of survey and preparation work on three big projects using Japan’s ODA, namely North-South expressway, North-South high speed railway and Hoa Lac High Tech Park, is going on.

According to the Ambassador, as for Hanoi-HCM City high speed railway, during the last two years Japanese experts have visited Vietnam for initial surveys. Recently, Vietnamese government sought Japan’s help in conducting the feasibility study on the project.

Also, Japan decided to support plans for each construction phase of North-South expressway. Lately, the expressway section from HCM City to Dau Giay was built by Japan’s ODA source. Now Japanese government is considering ODA supply for Vietnam to build expressway section on the route of Da Nang-Quang Ngai.

Ambassador Sakaba and Vietnamese minister of Planning and Investment Vo Hong Phuc on Tuesday March 2 signed the diplomatic note to record Japan’s non-refundable aid of $11 million for drawing up the detailed designs for Hoa Lac High Tech Park project, Hanoi.

He said that Japan gives priority to Vietnam in its ODA policy. In the 2009 fiscal year that will end late March 2010, total pledged ODA of Japan for Vietnam touched a record $1.67 billion. On the same day, Japan committed to fund 25.822 billion yen in the ODA aid phase 2 of 2009 fiscal year. The sum of capital will be invested in five key projects: Can Tho Bridge Construction (4.626 billion yen), the project of improving bridges along National Road 1 Phase 3 (Can Tho-Ca Mau section) worth 1.038 billion yen, T2 terminal-Noi Bai international airport (12.607 billion yen), infrastructure development in Hoa Lac High Tech Park (1.005 billion yen) and the linking road from Nhat Tan Bridge to Noi Bai airport (6.546 billion yen).

Notably, as for T2 terminal-Noi Bai international airport project, Vietnam can receive Japan’s preferential loan at 0.2 percent pa with the mature of 40 years and the grace period of 10 years without interests.

Construction on T2 terminal -Noi Bai international airport can be completed in 2014 so work on Noi Bai-Nhat Tan highway is expected to finish at the same time.
