Duterte orders creation of social assistance programme for barangay workers

President Rodrigo Duterte has ordered the Sangguniang Barangays in the country to establish a social assistance programme for workers and officials this holiday season.

Under Executive Order 99 signed by Duterte on December 6, the programme aims to provide economic empowerment to officials and functionaries, and other personnel appointed, designated or engaged by the barangay.

“The Yuletide season is an opportune time to establish such measures or programmes for the economic empowerment of barangay officials and functionaries, in recognition of their valuable and meaningful service that effect genuine and positive change in their respective communities,” the EO read.

The order also stated that the programme’s funding will be charged against the barangay’s respective available funds.

The president also directed the Department of the Interior and Local government (DILG) and Department of Budget and Management (DBM) to jointly issue the appropriate guidelines of the programme, such as the components of the programme and the specific criteria and parameters for the determination of the qualified barangay officials and functionaries.

“For the succeeding years, the DILG, in consultation with the DBM, shall study and propose measures for the provision of social assistance to qualified barangay officials and functionaries, as well as identify funding sources against which said social assistance may be charged,” the order stated.
