Tokyo considers ending the 33-year-old ban, saying most species have rebounded, but it’s facing opposition from the IWC.

Japan is proposing an end to a 33-year-old ban on commercial whaling, saying it is time because most whale species have rebounded from being endangered at the time the ban began.
