Vice President Leni Robredo on Thursday met with the officials of various offices comprising the law enforcement cluster of the inter-agency committee on anti-illegal drugs (ICAD) which she now co-leads.

ICAD’s law enforcement cluster is comprised of 16 agencies that are responsible for conducting anti-illegal drug operations, including investigation against drug syndicates, financiers and other target personalities.

Its other clusters are Justice, Advocacy, and Rehabilitation and Reintegration.

Attending the meeting are officials from the Philippine National Police (PNP), the Department of the Interior and Local government (DILG), the Philippine Drug Enforcement Agency (PDEA), the Dangerous Drugs Board (DDB), and the Bureau of Customs (BOC).

Also present in the meeting are officials from the Department of the National Defense, the National Bureau of Investigation, the Philippine Ports Authority, the National Intelligence Coordinating Agency, the Civil Aviation Authority, the Bureau of Immigration, the Philippine Coast Guard, the Office for Transportation Security, the Philippine Postal Corporation, the Civil Aviation Authority of the Philippines and the Bureau of Jail Management and Penology, among others.

Robredo earlier said that among the topics that would be discussed in the meeting is the possible crafting of a new campaign that would replace the “Oplan Tokhang.”

Oplan Tokhang is a police operation involving knocking on doors of the houses of suspected drug users and dealers and asking them to surrender to authorities.

The vice president also said she would ask law enforcers to conceptualise a new programme that they think would be more effective in addressing the country’s problem on illegal drugs.

She would also raise her plan to require anti-drug agents to wear body cameras to protect lives and preserve the “integrity” of drug operations.

Since she accepted her new task, Robredo has been meeting with various organisations to consult discuss her proposals, including pushing for a health-based approach, to help improve the government’s anti-drug campaign.
