Top Beijing official overseeing HK affairs to give a speech on Legco election

With two weeks to go before the Legislative Council elections on December 19, China’s top official overseeing Hong Kong affairs, Xia Baolong, is set to give a speech on the city’s electoral changes from Beijing on Monday afternoon.

His speech on “patriots administering Hong Kong” will be delivered via video at a ceremony to be attended by Chief Executive Carrie Lam Cheng Yuet-ngor.

The ceremony will be hosted by the Hong Kong Chronicles Institute under Our Hong Kong Foundation, a think tank founded by former CE Tung Chee-hwa. A memorandum of understanding will be signed for the institute to work on chronicles about the Greater Bay Area.

The institute has just published a book on Hong Kong’s role in China’s opening.

Lam will deliver a speech at the ceremony, whereas Guangdong governor Ma Xingrui and Macau CE Ho Iat-seng have also prepared recorded speeches to be played at the ceremony.

Xia last delivered a speech on the first anniversary of the Hong Kong national security law in July. During the speech, he named the desired qualities for those administering the city they should be staunch patriots, proactive in safeguarding national security and be able to come up with solutions for long-running social problems.

He also urged local leaders to win the public’s trust by delivering results that can be felt by citizens in several policy areas every year.
